Biography
Fares Al Balwi brings over 22 years of leadership experience across the marine, logistics, and infrastructure sectors. He serves as Chairman of Al Blagha Holding Group and has played a pivotal role in shaping the company’s growth in transport services, industrial operations, and public-private partnerships.
Fares holds a Master’s in Finance from Cass Business School and a Bachelor’s in Electrical, Electronics, and Communications Engineering from King Fahd University of Petroleum and Minerals. As Co-Founder, he provides strategic oversight and industry depth to the board, drawing on his long-standing expertise in large-scale infrastructure and asset-based industries.

Biography
Mohammed Al Balwi serves as Executive Chairman and is responsible for guiding the company’s long-term vision, strategic priorities, and public sector partnerships. He has more than 16 years of leadership experience in Saudi Arabia’s infrastructure and investment landscape, including his role as CEO of Al Blagha Holding Group.
Mohammed holds a degree in Industrial Engineering from King Fahd University of Petroleum and Minerals and an MBA from ESADE Business School. His leadership focuses on scaling sustainable infrastructure platforms that align with national development goals, with a particular emphasis on PPP delivery and long-term asset management.

Biography
Bruce Wilson is a senior corporate and M&A lawyer with extensive global experience in cross-border transactions, project finance, and infrastructure advisory. He is currently a Partner at Covington & Burling, where he advises multinational clients on acquisitions, financings, and commercial strategies.
Bruce specializes in complex, high-value infrastructure deals and has represented clients in sectors ranging from energy to transport and public services. As a non-executive board member, he brings legal and governance expertise to the company, with a focus on structuring international partnerships and ensuring regulatory and commercial integrity.

Biography
A business leader with over 23 years of experience across public and private sectors, Rayyan Mohammed Nagadi, is the Chief Executive Officer at SEDCO Holding. In his career spanning over two decades, he has spearheaded a broad range of mega projects in banking, investments, and infrastructure. He served as an advisor to the Minister of Finance and Head of Privatization in the Kingdom of Saudi Arabia.
Prior to joining SEDCO Holding, he served as the Chief Executive Officer of the National Center for Privatization and PPP at the Ministry of Finance. He also held senior positions at esteemed organizations such as HSBC in Saudi Arabia as Managing Director and Head of Projects and Export Finance at the Saudi Industrial Development Fund.
Nagadi currently holds coveted positions on the boards and executive committees of several highly recognized corporations in the Kingdom of Saudi Arabia.

Mr. Bashar Jayyusi is a Bachelor of Arts graduate in Accounting from Yarmouk University, Jordan, and he also obtained his professional certifications as a Certified Public Accountant (CPA) and Certified Management Accountant (CMA).
Currently, Mr. Bashar Jayyusi works as Group Chief Financial Officer and Group Chief Shared Services Officer at Al Blagha Holding Group in Riyadh, Saudi Arabia. He has over 23 years of professional experience in finance and accounting across diverse industries, including recycling, manufacturing, industrial, medical, aviation, contracting, telecommunications, infrastructure, real estate, and investments

Biography
Matthew brings over 20 years of experience in investment banking with a focus on infrastructure and energy finance. Before joining the company as our CEO, he was Head of Infrastructure and Energy Project Finance at HSBC, where he led the structuring and execution of large-scale, cross-border transactions.
His leadership combines technical expertise with extensive financial insight, helping to shape commercially viable, long-term infrastructure assets. Matthew holds a degree in Mechanical Engineering from the University of Sheffield and is responsible for setting the company’s strategic direction, overseeing corporate governance, and facilitating implementation across all stages of the infrastructure lifecycle.

Biography
Erik oversees the company’s operational strategy and portfolio performance as our COO. He brings over two decades of experience in energy, renewables, and infrastructure, with a background spanning project delivery, commercial operations, and executive leadership.
Prior to this role, he was Co-founder and Chief Commercial Officer of Enviromena Power Systems, where he played a key role in scaling renewable energy projects across the MENA region. Erik holds a BSc in Mechanical Engineering from McMaster University and leads the company’s efforts in driving operational excellence, risk management, and long-term asset performance across diverse sectors and geographies.

Biography
Andrew leads project development across energy, utilities, and social infrastructure. With more than 20 years of experience, he brings deep expertise in infrastructure investment, project finance, and public-private partnerships.
Andrew has held senior roles at Alcazar Energy and the MENA Infrastructure Fund, where he was responsible for originating and managing large-scale infrastructure assets across emerging markets. He holds a BA in Banking and Finance from Monash University and specializes in building long-term partnerships with public and private sector stakeholders. At the company, he is focused on project structuring, commercial execution, and aligning development with national priorities.

Biography
Andrew brings over 25 years of international legal experience across the energy, infrastructure, and industrial sectors. Before joining Tamasuk as our General Counsel, he served as Executive Director, Legal (Projects) at ACWA Power in Dubai, where he led legal strategy on some of the region’s most significant developments, including the US$8.4 billion NEOM Green Hydrogen project and the Taweelah Independent Water Project, the world’s largest desalination facility.
His expertise spans project finance, joint ventures, acquisitions, regulatory compliance, and complex cross-border negotiations. At Tamasuk, he is responsible for overseeing all legal, regulatory, and compliance matters, providing strategic counsel to the executive team, and ensuring robust governance frameworks that support the company’s long-term growth and infrastructure portfolio.

Biography
Dhruva Poonia is a project finance professional with more than 18 years of experience in energy, infrastructure, and financial advisory. His background spans international markets, where he has led financial structuring, modelling, and advisory work for large-scale infrastructure and renewable energy projects.
Before joining the company, he served as Director of Financial Modelling at F1F9, guiding infrastructure transactions worldwide. As Head of Project Finance, Dhruva oversees project financing, due diligence, and debt raising across the company’s energy and infrastructure portfolio. He plays a key role in securing competitive financing and designing capital structures that support long-term project success.

Biography
Shazwan Abdul Razak oversees the financial strategy, reporting, and portfolio performance. With extensive experience across the infrastructure and energy sectors, he ensures strong governance and alignment with the company’s long-term objectives.
Prior to joining the company, Shazwan held senior finance roles at CMC Engineering and PETRONAS, focusing on strategic development and planning. A Fellow of the Association of Chartered Certified Accountants (ACCA), he is dedicated to financial excellence and value creation, empowering teams to strengthen the company’s foundation.

Biography
Layla brings nearly a decade of experience in human resources and organizational development, with a proven track record of driving company growth through strategic HR initiatives and employee engagement. Her expertise spans HR operations automation, talent acquisition, workforce planning, succession management, and regulatory compliance. Layla has held HR leadership roles at Al-ENJAZAT Company and Dr. Sulaiman Al Habib Medical Group.
As Head of HR at Tamasuk, Layla is responsible for shaping the company’s people strategy, overseeing the full employee lifecycle, and cultivating a positive and high-performance culture that supports Tamasuk’s long-term growth. She holds certifications from SHRM and CIPD, underscoring her commitment to global best practices in HR and organizational excellence.
